Position Summary
The Director of Facilities and Grounds is responsible for ensuring that the buildings, grounds, and facilities operated by Opengate are safe for occupancy, usable, well maintained, in good repair and esthetically pleasing. This position provides oversight to the maintenance department and oversight regarding the department budget and construction/renovation projects. The position is accountable for the maintenance of all machinery, tools, and equipment, as well as for the agency’s fleet. 
Essential Job Functions
<ul>
<li>Oversees Opengate’s maintenance team, ensuring timely maintenance and repairs of all agency assets. This includes training and developing the team as necessary.</li>
<li>Follows federal, state, and local governmental regulatory guidelines pertaining to a safe, healthy, and clean work environment, always giving consideration to the needs and preferences of the people Opengate supports.</li>
<li>Works in coordination with the CCO to ensure plans for safety and security exist to mitigate risk to the people Opengate supports, as well as employees and visitors. </li>
<li>Routinely inspects facilities and grounds to identify needs.</li>
<li>Prepares and maintains a 5-Year Maintenance Plan for the agency.</li>
<li>Acts as liaison with contractors for bidding proposals and completion of projects. Prepares product and service specifications our vendors are required to have when submitting a bid.</li>
<li>Acts as liaison with OPWDD for the PPA process.</li>
<li>Works in coordination with the Finance Department to prepare and maintain a Facilities and Grounds department budget.</li>
<li>Works in coordination with the Operations Manager to meet all office and administrative needs.</li>
<li>Works in coordination with the CEO to plan and implement construction and renovation projects.</li>
<li>Oversees inspections of Opengate’s residences, programs, and properties to ensure that Opengate is in compliance with regulatory agencies’ building codes, OSHA standards and other related federal, state, county and local building and occupancy codes and OPWDD physical plant and community group home standards.</li>
<li>Works in coordination with the Maintenance Manager to accompany building/health inspectors, compliance surveyors and quality assurance personnel in conducting maintenance inspections of Opengate’s properties and program sites.</li>
<li>Participates in rotating on-call responsibilities including nights and weekends.</li>
<li>Drive/operate agency vehicles to participate in snow/ice removal and other facility/grounds projects. </li>
<li>Reports health and safety concerns to supervisor in a timely fashion, inclusive of plans for resolution.</li>
<li>Works in coordination with the Maintenance Manager to ensure the inventory database of all tools and equipment is current, and conducts periodic inspections to ensure they are accounted for, in good working order and when, if necessary, replacement as needed.</li>
<li>Participates in the grant writing process.</li>
<li>Other duties as assigned.</li>
</ul>
Qualifications
<ul>
<li>A bachelor's degree in engineering, construction management, or a related field.</li>
<li>Must have journeyman skills in one of the major maintenance trades (e.g., carpenter, electrician, painter, plumber, etc.)</li>
<li>Must have working knowledge of at least two other major maintenance trades. Courses taken at recognized trade schools may be substituted as working knowledge of a major trade only.</li>
<li>Must have five years’ experience as a maintenance worker or construction worker and two years supervisory experience in building maintenance, construction trade or building contractor and five years’ experience in an administrative oversight capacity in building/grounds maintenance, or the construction trade.</li>
<li>Must possess excellent verbal and written communication skills, strong leadership skills, the ability to prioritize tasks and delegate when appropriate.</li>
<li>Experience with interpreting blueprints and working diagrams. </li>
<li>Must be proficient with Microsoft Office Suite or related software as needed to prepare and present reports, records, and budgets.</li>
<li>A valid New York State driver’s license is required. </li>
</ul>
Physical Requirements

<li>This position is a non-sedentary role; requires frequent standing and walking.</li>

Job Summary
Summary: As an Operations Manager, you are responsible for assisting in directing and overseeing the support services operational needs of the department. You will coordinate the tasks of the frontline associates and will serve as a liaison between administration and unit departments, providing the highest possible level of service. 
Essential Duties and Responsibilities:
<ul>
<li>Establishes and annually reviews standards and work procedures for all staff.</li>
<li>Plans work and staffing schedules and areas of work to ensure adequate services are rendered.</li>
<li>Assists in the hiring process; interview, hiring and training of new associates.</li>
<li>Orients, develops, and supervises all supervisory/housekeeping staff.</li>
<li>Conducts regular inspections and makes recommendations to the facility.</li>
<li>Conducts monthly reporting of goals, accomplishments, and future plans.</li>
<li>Provides staff education and continuous training.</li>
<li>Communicates with staff, administration, and other departments.</li>
<li>Coordinates outside services (i.e. Pest Control, Window Cleaning, Medical and Solid Waste, Document Destruction, and Recycling program)</li>
</ul>
Qualifications:
<ul>
<li>4 years of support services, military, housekeeping, and/or facilities maintenance experience.</li>
<li>At least 1 year of supervisory experience in support service related field with high customer/client contact.</li>
<li>Ability to communicate effectively in written format and oral presentations.</li>
<li>Ability to multi-task and establish priorities.</li>
<li>Ability to maintain organization in a changing and stressful environment.</li>
<li>Exhibit initiative, responsibility, flexibility, and leadership.</li>
<li>Possess a thorough knowledge of contract administration and office procedures.</li>
<li>Proficient computer skills and knowledge of MS Office products, including Word, Excel, PowerPoint, Outlook, and internet.</li>
<li>Bachelor’s degree is preferred.</li>

POSITION OVERVIEW
The Regional Property Manager may be based out of our residential community located in Bronx, NY. Has with extensive experience managing multiple complex tax credit/affordable (LIHTC) communities in the not for profit property management organizations. The success of the company is dependent upon the satisfaction of our residents. Our devoted staff maintains direct involvement in managing each of our properties and tending to their needs. Responsible for all operational and financial aspects of an assigned portfolio of properties, ensuring that they are in compliance with applicable regulations. Responsible for managing the apartment communities toachieve maximum pre-determined marketing and financial results. Implements Company policies in leasing, accounting, maintenance, resident relations and management reports. Hires, trains, supervises and motivates on-site personnel.
KEY ESSENTIAL FUNCTIONS

<li>Oversees property operations within the assigned portfolio to ensure corporate policies and procedures are followed and enforced </li>

<li>Control Expenditures

<li>Ensure all Waitlists are kept in Yardi, managed according to regulation, are reviewed regularly, and are utilized in vacancy backfill</li>

<li>Supervisory Responsibilities
<ol>
<li>Directly supervises all Community Managers and Field Supervisor of assigned region </li>
<li>Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws </li>
<li>Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.</li>
<li>Develop and maintain an annual and monthly calendar or deadlines/duties for all staff and ensure staff adherence with all assigned tasks</li>
<li>Review and ensure all staff reporting is accurate and completed timely</li>
</ol>

<li>Ensure compliance with applicable property programs such as Project Based Section 8, HOME and/or Tax Credit (LIHTC). </li>
<li>Work in partnership with Compliance Department to ensure compliance issues (8823’s) are addressed in a timely manner by staff, and coordinate with Legal when identified as a concern</li>
<li>Ensures the necessary paperwork and files are updated going forward (certifications &amp; re-certifications) </li>
<li>Ensures all regulatory certifications, filings and registrations are maintained as per regulation and local and state law</li>
<li>Recommends and tracks all legal interventions, notices and proceedings with legal action when necessary </li>
<li>Prepares timely weekly, monthly, quarterly and annual reports, internal and external</li>

REQUIREMENTS

<li>Bachelors in related profession, masters preferred</li>
<li>Must have Yardi experience.</li>
<li>Must have LIHTC, PVB, HOME, Mitchell Lama and Section 8 experience </li>

<li>Must be able to work in a fast paced, quality driven environment. </li>
